Solidarity and Management of Migration Flows General Programme 2007 - 2013

General

The European Union has estalished the Programme which addresses various issues regarding the external borders and the implementation of common policies on asylum and immigration.  The intention is to develop the Hague Programme in relation to common migration and asylum policies and border controls and to provide financial support for Member States.

Position in Ireland

The Reception and Integration Agency (RIA) will have responsibility for the management of the European Refugee Fund (ERF) and the European Fund for the integration of third country nationals (EIF).  Both funds will be administered by Pobal on behalf of the Department of Justice, Equality and Law Reform, who will seek applications for proposals for funding from the voluntary/NGO sector and Partnership Companies.

The funds must be expended in accordance with the Strategic Guidelines and Priorities adopted by the European Commission and with Multi Annual Programmes and Annual Programmes submitted by each Member State and approved by the European Commission.

Support from the Solidarity and Management of Migration Flows Programme is not intended for activities, which replace existing service provision for third country nationals.

Not for profit

Under no circumstances is co-financing under the European Refugee Fund and the European Fund for the Integration of third country national to give rise to commercial activity or profits.

Details of other funding available (EU, State and non-Stae) will be a factor taken into consideration in selection for grant aid under these funds.

Funding available

Funding of approximately €750,000 from the EIF and €1million from the ERF for 2007/2008 is available for distribution in Ireland.  The level of funding should increase over the period of the programme but variations in the size of the target population will affect the level of funding.
