    Important notice to NGO's

     

    Consultation on next phase of European Refugee Fund 2005 - 2007

    NGO's and partners will recall that an initial discussion on the new ERF took place at a seminar organized by RIA on 25 November 2004 which among other aspects, identified a new multiannual programme option and an emphasis on  a longer term strategic approach.  Updates on our web site have charted the progress of ERF2 since that time and the RIA has been awaiting the issue of the final “EU Guidelines for the preparation of Multannual Programmes.”  A first draft of the proposed guidelines were presented to Member States last March and formal agreement  was notified in the middle of June.  Based on these guidelines, the RIA have now produced  a draft of  the Multiannual Programme (MAP) (see link below) and are anxious to progress consultation on the new Fund as urgently as possible so as to minimize the time gap between ERF 1 and ERF 2.

    In this context, and in order to meet our deadlines, we invite our partners to send us  observations  on the draft MAPS document - see link below.  Comments can be sent by email to Catherine_M._Hayes@justice.ie  (01-4183256) and should reach us no later than 3 August.  In addition, the RIA are organizing a half-day seminar in its offices on 3 August next at 10.am to facilitate further discussion on the draft MAP.   If you wish to take part in these discussions please notify Catherine to facilitate our planning of the event.  Only one person should attend from each organization.   • New 2nd Phase of European Refugee Fund Agreed

    On 8th June 2004, the EU Council reached political agreement on a EU Commission proposal for a second phase of the European Refugee Fund to run from 2005 until 2010 inclusively.   This followed months of intensive discussions and negotiations among the 25 Member States in the Asylum Working Party, which was chaired during the Irish EU Presidency by RIA's Head of Integration Policy, Mr. John Haskins
